Prior proper planning is key to implementing a successful body worn camera program for any size organization, and comprehensive policy development is one of the most crucial planning phases. Besides operational concerns, there are numerous federal and specific state privacy laws and considerations to be addressed prior to cameras being placed on personnel.

From front line personnel to supervisors, executive leadership, and other key partners such as prosecutors, and even the public need to have access to a clear understanding of a comprehensive policy covering many topics. Items such as when, where, how and why an employee will activate their BWC; how the video is stored and for how long; who will be able to view the footage within the organization and for what purpose; who approves release of footage for prosecution, civil court proceedings, the media or Freedom of Information Act (FOIA) requests; what portions of a video will be redacted to comply with privacy laws, and many other topics need to be developed into organizational policy.
